Chile as an outsourcing destination

Chile is a country that you might not think about much in the context of outsourcing.

India and the Philippines have always been the biggest players with China catching up in many industries.  But, South America has a lot to offer, and in particular, Chile.

Although there are relatively fewer English speakers in Chile compared to many other countries, labor rates for bilingual call center representatives are only about $1000 per month, and rates for hi-tech staff are around $2600-$3100 per month.

In the last few years, Chile has been attracting more and more overseas companies to set up shop there. Additionally, the government offers incentives to companies who engage in outsourcing.

An Indian company called Evaluserve set up shop in chile several years ago and Orion systems also set up shop in Chile in 2008. Many companies like to have the more labor intensive work done in India with more sensitive IT related tasks handled by their Chilean counterparts.

Another super factor in Chile’s favor is that they are on the same time zone as the United States. When dealing with India, you have to be a night owl to stay in touch and answer phone calls or emails in real-time.  Not so with Chile.

It seems that it is best to do business with those who you have synergy with.  That is an individual fit, and hard to predict. But, don’t leave Chile out when looking for your perfect IT or BPO Call Center Match!

Outsourcing has a ceiling – a limit of skilled workers

Outsourcing is a popular way for companies to get specific tasks done overseas for a fraction of what it would cost domestically.  However, outsourcing destinations such as India, Philippines, and other countries have a finite limit of skilled human resources.  Global outsourcing is growing in many countries by a rate exceeding 10% per year, often much higher than that. However, it is less clear how quickly the labor force can be replenished. India has been having a skilled labor shortage for several years, and the consequences are devastating for many companies. 

It is common for Indian workers in the outsourcing industry to jump from company to company seeking better benefits, better pay, and overall better conditions. Each time an employee jumps, it costs the mother company a pretty penny to retrain a new employee to fill their space.  In the long run, it seems obvious that higher wages will be the reality for BPO workers in India in many sectors.  Supply and demand are always in flux in any industry, but eventually, reality sets in, and bosses realize that they need to pay workers well to keep them.  Additionally, they need comfortable recreation rooms, delicious lunches, and maybe even prettier secretaries.  These workers these days have endless agendas on their check lists for who to work for!

One of the solutions being offered in the Philippines is more free educational courses.  Prospective employees would be trained to do outsourcing work, and English teachers will also be trained. The only way to bring more trained employees into the workplace is to train individuals who are not already trained!
On a sadder note, India is filled with semi-literate job-seekers who are simply not qualified for any type of outsourcing job.  There doesn’t seem to be a place where they can go to quickly brush-up on their language skills.  Sentence structure, grammar, and punctuation are all missing in their writing.  It would occur to many that thinking skills among these semi-literate individuals are also vacant, although that is an extrapolation!

On Dec 19th, 2010 it was reported on expressbuzz that a Dell Bangalore BPO employee named Payal Sureka was murdered.  The murderer has still not been found.
 
Infosys BPO now has a 24 hour reaction team that addresses their Bangalore BPO employees grievances in real time.  Routes are planned so that female employees are not picked up first or dropped off last for safety reasons. Security will also accompany female BPO employees when necessary. Self-defence classes are also available for employees for a comprehensive safety regime! 
 
Wipro has a transportation plan that is meticulously followed. Drivers are not allow to report to a female’s house without a security escort and may not deviate from their set route. Drivers who break the rules are fired.
 
My experience with India is that there is either complete chaos or fascist style overly stringent and overly enforced rules.  Moderation can never be found.  However it is relieving news to know that women are finally being protected in India, at least if they work for a BPO! Bangalore is wealthier per capita than most other parts of India, but unnecessary tragedies keep happening in the news regarding women traveling alone.
 
The problem is that enforcing rules in India is hard.  Managers at companies will easily overlook safety rules to save time unless they are forced to comply, so force is a necessary component of safety.  There was even talk from the women and child development ministry of jail time for executies who don’t comply with safety guidelines.
 
For safety its good to have the same driver every single day.  The problem is when they need to be replaced due to having a sick day, or leaving the company.  Replacement drivers account for a lot of the harrassment cases. Another issue is that many companies don’t check criminal records or background check employees.  The sensible thing to do is to create an online database of drivers so that input could be added by passengers as to the quality of their service.  The government or private enterprise could easily sponser such a program and hire a moderator for the database.  Databases are not expensive and are highly effective ways to share information on the internet.
